This proposal was designed to achieve immediate (repeat immediate) relief to avert individual financial breakdown. Time within which this could have been successfully effected has now passed and damage to
efficiency and morale of the departments which it was hoped
to avert has mostly been done. Next immediate objective is to avoid strike of Civil Servants.

Registration (?resignation intended) of monthly paid staff above menial grades since lat May 1946 totals (?1,155) including 103 permanent and 185 temporary clerks and 37 schoolmasters and schoolmistresses. Registration (?resignation) continues at the rate of approximately 10 dail These figures include high proportion of experienced local staff who cannot adequately be replaced and Establishment Officers consider majority now remaining in the Service are those who have little value in commercial employment plus a surprising number who have thus fer stayed on out of loyalty, this attitude being comparatively (?rare omitted) among Chinese since their tradition does not include concept of public services.
